COUNTIF takes comparisons as well as exact values, written as text: ">=15", "<100", "<>North".
The quotes look wrong the first time. They are there because the whole condition, operator and number together, is being handed over as one argument. Leave them off and Excel tries to read >=15 as a calculation and cannot.
In G2, count how many rows sold 15 units or more.
